The Consumer Protection Code 2025, published by the Central Bank of Ireland, marks a significant milestone in the evolution of financial consumer protection. As digitalization reshapes how consumers engage with financial services, the Code introduces a modern, forward-looking regulatory approach that emphasizes effective communication, digital design, inclusivity, and trust.
Consumer Centrism
The Code moves away from the traditional model of information overload and toward a more consumer-centric principle of ensuring consumers are genuinely informed. This means that financial firms must now tailor the presentation of information so it is clear, relevant, and actionable, thereby empowering consumers to make confident financial decisions.
Need Based Offering
A notable innovation is the overhaul of the mortgage switching framework, where lenders must now proactively assist consumers by offering personalized savings estimatesand timely reminders, removing barriers to switching.
Curbing Mis-selling by Design
The Code also introduces tighter controls on dual-product offerings, ensuring that consumers are not misled when purchasing unregulated products from regulated firms. As financial fraud and scams grow in sophistication, the Code requires firms to take a more proactive stance on consumer safety, reflecting a growing global recognition of cybersecurity risks in the financial sector.
Expanded Definition of Vulnerable Customers
Importantly, the 2025 Code expands the definition of vulnerability, recognizing that many consumers may experience vulnerabilities at various life stages. Financial firms are now expected to identify and support such individuals with greater sensitivity and tailored measures.
Curb Greenwashing through Transparency
Environmental transparency is also prioritized: firms must avoid greenwashing by clearly articulating the climate and sustainability attributes of their financial products, thus reinforcing integrity in the growing market for ethical finance.
Responsible Finance- A Global Trend
From a global standpoint, the Consumer Protection Code 2025 aligns with broader international trends toward responsive, principles-based regulation. It mirrors similar movements by regulators in the EU, UK, and beyond, where digital transformation, ESG accountability, and inclusive finance are top priorities. Ireland’s approach provides a compelling case study in how national frameworks can evolve to meet global standards while addressing domestic challenges.
These are the highlights. More details in the links below.
The Code comes into effect on 24 March 2026, following a twelve-month transition period. Until then, the Consumer Protection Code 2012 remains in force. Ireland’s reforms demonstrate how thoughtful regulation can future-proof financial services while reinforcing public trust—a lesson with universal application.
