In a world where supervisory authorities themselves are industrialising AI for reporting, surveillance, and AML/CFT, institutions that lack a structured AI preparedness framework risk finding themselves simultaneously less profitable, less compliant, and less intelligible to their regulators. This is why adapting the AI Preparedness Index (AIPI) concept from the IMF to an institution‑level scorecard is no longer a “nice to have” analytics exercise, but a core component of prudential strategy.
From AIPI To Institutional Readiness
The IMF’s AI Preparedness Index aggregates four dimensions—digital infrastructure, human capital, technological innovation, and legal frameworks—into a 0–1 score for 174 countries, using normalised sub‑indicators and simple averaging. Those same dimensions map broadly to the institutional context of banks and insurers, where data infrastructure, workforce capability, AI usage, and governance frameworks jointly determine whether AI adoption is safe, scalable, and aligned with regulation.
An institution‑level AI preparedness index can therefore be constructed by defining a small, decision‑useful set of KPIs under five pillars: digital infrastructure & data, human capital & operating model, innovation/usage & integration, governance/risk & ethics, and supervisory and regulatory interface. Each KPI is scored on a 1–5 scale and aggregated by pillar (simple or weighted average), yielding a structure that closely parallels the AIPI but is calibrated to supervisory expectations and bank‑internal risk appetite.
Pillar 1: Digital Infrastructure & Data
Robust AI in financial institutions is fundamentally constrained by underlying data engineering, security, and lineage discipline. Supervisory work on SupTech and RegTech shows that poor data quality and fragmented infrastructures are among the primary obstacles to deploying advanced analytics at scale.
Key KPIs for this pillar include:
- Share of critical processes (e.g. KYC, credit, trading, payments) with documented, automated data pipelines and end‑to‑end lineage, reflecting the traceability expected under model‑risk and data‑risk frameworks.
- Percentage of core systems and data assets hosted on AI‑capable infrastructure—cloud or on‑prem—with GPU capacity, scalable storage, and secure, well‑governed APIs, consistent with emerging CTO checklists for AI‑ready architectures.
- Data‑quality scores (completeness, timeliness, consistency, accuracy) for key modelled domains such as credit, AML/CFT, and trading, which are now widely recognised as critical precursors to AI ROI in banking.
- Coverage and maturity of security controls for AI‑relevant systems—encryption, identity and access management, logging, and API security—given the heightened cyber‑risk and interconnectedness flagged by both prudential and cybersecurity guidance.
For an AI preparedness scorecard, these metrics should be operationalised with explicit thresholds (such as “≥80 percent of critical processes with automated lineage” or “P1 systems at ≥0.9 data‑quality score”) and subject to independent validation by internal audit or model‑risk units.
Pillar 2: Human Capital & Operating Model
AIPI treats human capital and labour‑market policies as co‑determinants of AI readiness at country level, emphasising education, digital skills, and flexibility. At institutional level, similar themes emerge in BIS, FSB, and IMF work: skills gaps, resourcing constraints, and the ability to retrain staff are repeatedly identified as both enablers and bottlenecks for AI deployment and SupTech/RegTech adoption.
Core indicators for this pillar include:
- Percentage of staff with basic AI literacy training, with particular emphasis on control functions—risk, compliance, internal audit—who must challenge AI models and understand their limitations.
- Number or ratio of AI, data‑science, and MLOps specialists relative to IT and risk staff, reflecting whether there is sufficient in‑house capability to build, validate, and maintain AI models under existing regulatory expectations.
- Volume and share of employees participating in structured reskilling programmes targeting AI‑induced role changes, consistent with AIPI’s focus on active labour‑market policies and social protection to mitigate displacement.
- Existence, mandate, and utilisation of AI centres of excellence, independent model‑validation units, and cross‑functional AI project teams, all of which feature prominently in industry and supervisory case studies on successful AI adoption.
From a governance perspective, institutions should treat AI literacy in control functions as a hard constraint: below a defined minimum coverage threshold, high‑risk AI deployments should not proceed.
Pillar 3: Innovation, Usage & Integration
Innovation capacity and economic integration form the third dimension of the AIPI, combining R&D intensity, technology readiness, and access to finance. In banking, this translates into the breadth and depth of AI use cases that have moved from proof‑of‑concept to production, and the extent to which they are integrated into core decision processes.
Useful KPIs for this pillar include:
- Number of AI use cases in production, disaggregated by risk‑sensitive categories such as credit underwriting, AML/CFT monitoring, fraud, conduct surveillance, operations, and customer service, building on survey evidence from central banks and supervisors.
- Share of decisions in target domains that are AI‑supported vs fully manual, for example the percentage of retail or SME credit exposures underwritten with AI‑enhanced models, or the share of alerts triaged by machine‑learning in AML transaction‑monitoring.
- Average time from AI use‑case proposal to safe deployment, capturing end‑to‑end lifecycle efficiency from ideation through data sourcing, modelling, validation, and production release, as emphasised in recent industry implementation guides.
- Budget allocated to AI and data initiatives as a percentage of total IT and change spend, to distinguish institutions treating AI as a strategic capability from those stuck in opportunistic pilots.
Institutions should complement these quantity metrics with qualitative assessments of integration—for instance, whether AI outputs are embedded into standard operating procedures, risk limits, and front‑line tooling, or remain peripheral dashboards with limited behavioural impact.
Pillar 4: Governance, Risk & Ethics
The AIPI’s “regulation and ethics” dimension focuses on adaptable legal frameworks, government effectiveness, and accountability, all of which are necessary for safe AI diffusion. Mirroring this, bank‑level AI preparedness hinges on the maturity of governance, policy, and risk‑management frameworks, including how AI is treated under model‑risk, data‑risk, ICT‑risk, and third‑party‑risk regimes.
Practical indicators include:
- Existence of a board‑approved AI strategy, risk appetite statement, and policy framework, with a clearly documented date of last review and explicit links to enterprise‑risk and conduct‑risk frameworks.
- Coverage of AI models under existing model‑risk‑management, data‑risk, and third‑party‑risk policies—e.g. the percentage of AI models with inventory entries, SR‑11‑7‑style validation, performance monitoring, and change‑control documentation.
- Number of AI‑related incidents—bias findings, explainability or documentation failures, misconduct events, and data‑leakage cases—and the average time to remediation, aligning with FSB work on RegTech and SupTech incident‑handling.
- Proportion of high‑risk AI use cases with documented impact assessments, explainability artefacts, human‑in‑the‑loop controls, and formal sign‑offs under applicable AI‑specific regulations such as the EU AI Act.
Ethical and legal robustness should be treated as gating factors: for high‑risk uses (such as credit scoring, pricing, and employment‑related AI), deployment should be contingent on satisfactory impact assessments and human‑oversight design, in line with risk‑based regulatory approaches.
Pillar 5: Supervisory & Regulatory Interface
Recent IMF and FSB work emphasises that supervisors themselves are deploying AI and SupTech for data collection, macro‑prudential surveillance, AML/CFT, and conduct supervision, and that regulated institutions are expected to manage the resulting data, model, and governance implications. Institutions therefore need specific metrics capturing their AI‑related interaction with supervisors and regulators.
Relevant KPIs for this pillar include:
- Frequency and depth of supervisory engagement specifically on AI, including onsite inspections, thematic reviews, and structured information requests, as suggested in recent IMF work on AI projects in supervisory authorities.
- Degree of alignment between internal AI controls and key external frameworks—such as the EU AI Act, BIS governance guidance, and domestic AI circulars—assessed through periodic gap analyses and mapped into remediation plans.
- Timeliness, completeness, and quality of AI‑related regulatory reporting, including model inventories and incident reports, which regulators increasingly use as a lens for assessing both AI risk and institutional governance maturity.
Institutions with weak preparedness in this pillar face a compounded risk: regulatory lag on AI adoption can quickly flip into supervisory pressure once authorities deploy their own AI toolkits and begin to benchmark peers.
A Practical KPI Scorecard With Thresholds
The table below illustrates how the proposed indicators can be turned into a working scorecard, with indicative thresholds, expected performance bands, and dominant risk themes for each KPI. Threshold values will need to be tailored to size, complexity, and jurisdiction, but the structure is portable across institutions and parallel to the AIPI methodology of dimension‑level averaging.

To implement this scorecard as an institution‑level AI preparedness index, institutions can mirror AIPI’s methodology by normalising each KPI onto a 0–1 scale and computing pillar‑level and overall averages. Sub‑scores by pillar provide a diagnostic view—identifying whether bottlenecks lie in data infrastructure, workforce, innovation, governance, or supervisory interface—while the aggregate score supports time‑series tracking and peer benchmarking.
Governance of the index should follow standard risk‑management practice: ownership by a senior executive (e.g. CRO or Chief Data/AI Officer), annual independent review, and integration into strategic planning and ICAAP/ORSA‑style processes for capital and liquidity. As supervisors become more AI‑enabled themselves and as frameworks such as the EU AI Act enter into force, such an index offers a structured, evidence‑based narrative to boards and regulators on how the institution is managing the transition from sporadic AI experiments to systemically relevant, prudently governed AI adoption.
